About the Office of AAEOD

The Office of Affirmative Action, Equal Opportunity and Diversity is established pursuant to 41 CFR 60-217(a) which mandates that a recipient of federal funds "must provide for the implementation of equal employment opportunity and the affirmative action program by assigning responsibility and accountability to an official of the organization. Depending upon the size of the contractor, this may be the official's sole responsibility. He or she must have the authority, resources, support of and access to top management to ensure the effective implementation of the affirmative action program."

The Office of AAEOD exists to foster and insure equal opportunity for all persons involved with UCSF, and to promote diversity through specific affirmative actions. Its activities help to create an environment in which each individual's contribution is valued and everyone can succeed. The Office of Affirmative Action, Equal Opportunity and Diversity is designed to be a resource to the entire campus.

Affirmative Action is a set of result-oriented steps that actively may take race, sex, national origin, disability, or veteran status into account in order to remedy the effects of past discrimination.  These steps can include outreach and recruitment.

While an affirmative action plan is required by federal laws and regulations, UCSF views affirmative action as an important part of managing its human resources and enriching the diversity of the campus community. Different approaches, experiences, ideas, and perspectives are not only welcome, but are actively sought. It is the goal of the Office of AAEOD to support the implementation of diversity at all levels of the campus community.

Equal Opportunity is nondiscrimination.  It is the absence of discriminatory conditions, a neutral environment or situation in which each individual is assessed on the basis of merit, and impermissible criteria such as personal characteristics are not used.  It is a violation of state and federal law and University policy to be treated differently, harassed, or in any other way discriminated against on the basis of any legally prohibited factor.

Diversity refers to the variety of experiences and perspectives which arise fro differences in race, ethnicity, culture, religion, mental or physical abilities, heritage age gender, sexual orientation, and other characteristics.  UCSF values and promotes diversity because it enhances the educational environment, the workplace and wevices to the public provided by this campus.

Originating shortly after the assassination of Dr. Martin Luther King, the Office of Affirmative Action, Equal Opportunity and Diversity (AAEOD) has provided uninterrupted leadership creating and managing initiatives and catalyzing measurable progress in all three areas unified within its name, engaging on all levels of the organization and with all populations: students, faculty, post-docs, staff, applicants, patients, visitors, tenants, contractors, vendors – anyone having, or seeking to have, access to or membership in the UCSF Community.  The Office of AAEOD, via a multi-dimensional approach, manages several legally mandated programs, serves as the Office of  ADA (Americans with Disabilities Act) Coordination, advises on and co-authors special academic diversity curricula, provides culturally sensitive consultation and conflict management and resolution services, operates the Diversity Learning Center, plans and sponsors numerous diversity events and awards, guides and effects institutional and individual compliance with federal, state and local non-discrimination laws, laws requiring that UCSF take affirmative action and provide equal opportunity so as to maintain institutional eligibility for federal funding (e.g., NIH, Medicare), and the diversity values embedded in the UCSF Strategic Plan - values which the Office of AAEOD has historically embodied and championed to mobilize positive cultural change at UCSF towards greater diversity and a more inclusive climate where all persons feel accepted and able to thrive. The Office of AAEOD:

  • Guides and effects institutional and individual compliance with federal, state and local non-discrimination laws, regulations, and executive orders, and the Diversity values in the UCSF Strategic Plan, with regard to students, faculty, staff, patients, tenants, contractors, employment applicants, and anyone who does business with UCSF.
  • Analyzes, monitors, and reports the employment status of 20,000 staff and faculty employees and facilitates good faith efforts to meet placement goals via the federally mandated Affirmative Action Program, Plan, and AA/D Progress Reports.
  • Serves as the Office of the ADA Coordinator, providing consultation and solutions to ADA related access and accommodation questions and problems for departments and individuals.
  • Advises regarding AA/EO legal compliance and policy interpretation.
  • Advises on and co-authors special academic curricula with regard to Diversity.
  • Conducts investigation and resolution of discrimination complaints by students, staff, faculty, post-docs, applicants, patients, vendors, coordinating with the Office of Sexual Harassment Prevention & Resolution, the LGBT Resource Center, Disability Management, Faculty Staff Assistance Program, Labor & Employee Relations (Campus and Medical Center), Risk Management & Insurance Services, and the Office of Legal Affairs.
  • Provides individual, dyad, and group consultation and conflict resolution services for students, staff, and faculty.
  • Provides culturally sensitive consultation to managers, supervisors, and senior faculty regarding retention of diverse students, academics and staff.
  • Provides culturally supportive personal empowerment and organizational engagement strategies to students, staff, and faculty/academics.
  • Manages the Community Construction Workforce Program through a 4-way MOU with building contractors, building trade unions, community job development agencies/ community coalitions, and UCSF to ensure hiring of local residents in construction and remodeling projects for both the Campus and the Medical Center.
  • Supports the Business Affirmative Action (BAA) Program, providing outreach expertise with regard to Small Business Enterprises (SBE), Disabled Veteran Business Enterprises (DVBE), Disadvantaged Business Enterprises (DBE), and Women Owned Business Enterprises (WBE).
  • Manages the Targeted Temporary Work Exposure Program (TTWEP).
  • Engages in Special Opportunity Development.
  • Manages key originated Diversity award programs:
    • The Martin Luther King Award
    • The Chancellor’s Departmental Award for Best Practices in Diversity
    • Champions of Diversity Award Program
  • Coordinates, with faculty partners, the Annual Health Disparities Symposium.
  • Promotes inclusion, appreciation, and intergroup cohesion by sponsoring, planning and hosting 20 campus-wide Diversity events and celebrations per year.
  • Operates the Diversity Learning Center, designing and providing AA/EO/D education and training to students, staff and faculty; and housing an extensive Diversity video and DVD library for use by students, staff, and faculty.
  • Conducts the Diversity training module of Student Orientation in all four Schools, and co-facilitates annual follow-up sessions.
  • Co-facilitates Faculty Mentorship Diversity training.
  • Assists departments with Diversity Planning and Diversity Management.
  • Coordinates with Diversity committees and programs in the four Schools.
  • Sits as Ex-Officio member on the Equal Opportunity Committee of the Faculty Senate.
  • Sits as Ex-Officio member on, and provides expertise and staff support to, Chancellor Advisory Committees and Sub-Committees related to Diversity (CACD, CACAD, CACDI, CACGLBTI, CACSW).
  • Provides expertise and program support to administrative partners (Academic Affairs, Human Resources, Problem Resolution Center, Office of Sexual Harassment Prevention & Resolution, Risk Management, and other units).
